Our Story
Having started the firm in 2006 with the intent of offering solutions to clients on Building Code compliance shortcomings, rather than problems when seeking Building Approvals – Milestone Certifiers continues to set the benchmark for their peers in Building Surveying and to the WA property and construction sector.
Prior to the introduction of the Building Act in Western Australia, current Directors David Cooley & Richard Attiwell combined their skill sets amassing over 60 years of experience within the building surveying profession to create Milestone Certifiers. Coming from a strong background in commercial development and having already developed working relationships with a number of major Architectural firms in Western Australia, Milestone Certifiers was created to fill a gap in the market for a boutique highly experienced Consultancy Building Surveying firm with a focus on customer service and high moral standards.
To this day Milestone is leading the way as Perth’s foremost experienced Building Surveying Consultancy. We specialise in the area of Building Code compliance and certification services for new and existing buildings and provide accurate, comprehensive Building Code assessments for Architects, Project Managers, Developers, Property Owners, Professional Builders and Government Authorities across a broad range of building types”.
We are proud members of the Australian Institute of Building Surveyors Professional Standards Scheme, which is recognised nationally as the peak benchmark for building surveying practitioners.
Directors
David Cooley
David is the Co-founder and Co-Director of Milestone Certifiers, a Level 1 Accredited Building Surveyor (WA No. 159) registered with the Building Commission as a Practitioner, and is Nationally accredited as a Building Surveyor. David has been working as a Building Surveyor for 35+ years and is one of the most experienced Building Surveyors in Western Australia possessing university qualifications in Building Surveying, Fire Engineering and Bushfire assessments.
David’s expertise is in both the practical application of complex technical criteria within the Building Code of Australia and to his project coordination skills to deliver large and small commercial developments through the design and construction process. He has worked within the Local Government sector for metropolitan inner City Authorities both interstate and for Western Australia. At a State Government level he was part of the Sydney Olympics as part of an Approval Authority. During the past 20 years David has been working in the private sector property and construction industry. In all of that period he has been involved with commercial multi storey buildings and importantly with his experience, continues to be able to navigate the Statutory approvals process.
David is well respected by his peers in the private and public sectors, is an effective communicator and will work hard for his clients.
Richard Attiwell
Richard is also the Co-founder and Co-Director of Milestone Certifiers. Richard has over 30 years of experience as a Building Surveyor with construction experience ranging from single residential developments, through to inner-city high-rise buildings.
His qualifications include an Honours degree in Building Surveying and a Diploma in Building and he holds Level 1 practitioner status (unrestricted).
He worked as a Local Government building surveyor in Western Australia for twelve years, before moving into the private sector, working predominantly on commercial building projects. Richard is very competent in assessing complex buildings for compliance with the Building Code of Australia and Australian Standards and has worked on a large number of Perth’s high-rise towers.
Richard continues to offer pragmatic, clear advice for his clients on National Construction Code matters, and is a regular contributor to regulatory reform to deliver better outcomes for the property and construction Industry here in Western Australia through his role as the WA Board Director for the Australian Institute of Building Surveyors.

Jon Bovell
Associate, Building Surveyor
Jon’s expertise is in technical advice on the Building Code of Australia and project coordination on large and small commercial developments, with a comprehensive knowledge of disability access and health regulations compliance.
Jon commenced his building surveying career 20 years ago and has experience in both private and local authority building surveying, including 2 years working in London’s inner city. With experience in a diverse range of complex projects, Jon prides himself on his responsiveness to the project’s needs with the aim to help in achieving project milestones and deadlines.
Luke Donovan
Senior, Building Surveyor
Luke’s expertise is in practical technical advice on the Building Code of Australia and project coordination on large and small commercial developments.
His qualifications include an Advanced Diploma of Building Surveying and an Honours Degree in Building Surveying.
He is very competent in assessing buildings for compliance with the Building Code of Australia and Australian Standards and providing value engineering to complex projects by providing pragmatic solutions at key milestones through the use of performance-based solutions.
